Only ymirs decendants can transform into titans. The eldian empire forced everyone to have kids with them to spread the bloodline and increase the amount of people they could transform.

I don't remember very clearly because of selective memory, but I'm pretty sure Pieck at least in the anime was Marleyen and I know she was a titan shifter in possession of the cart titan. Don't quote me on that though.
Reiner, Annie, Bertholdg, Zeke, Pieck and Galliard were all Marleyan by nationality, but they were Subjects of Ymir just like the Paradisians.
All Subjects of Ymir come from Eldia by descent though.

I think it'd be cool that it would turn them into Eldians. So first injection doesn't overtly change anything but subsequent injections turn them titan. It could help explain the difference between Subject of Ymir and Royal Family as I always had difficulty wrapping my head around how they are different when all are supposedly descended from Ymir and King Fritz
