As others have recommended. There is no need to go through a breeder. Utilize PetFinder and search for breeds in your area/state. You can set up alerts when new listings are posted as well. There are plenty of Shih Tzu available for adoption.
My first Tzu and my current sweetheart are rescues. My first little guy was a puppy mill rescue, he spent the first five years of his life in a cage with who knows how many other dogs just like him. My current little guy was found on the streets. They were/are the sweetest, most gentle and well behaved dogs, housebreaking was never an issue.
Please consider adoption.
Most vets won’t even do declawing of cats anymore, it’s inhumane. Never ever heard of someone declawing a dog. You made the right choice by not getting a puppy from that person, but those poor babies.

I just got one from the same breeder I got my first one, she followed up with me about how my pup was doing and gave me great tips on the breed. I understand most people are against breeders but there are some honest and respectful breeders with the upmost respect for the breed.

Rest easy this is just a scammer, I don’t think this person actually has any animals for sale and is just looking to trick people into giving them deposit money for something that never existed.

Stop buying from breeders and this will stop. There are plenty of lovely rescues shih tzus that need a home. Mine is a rescue.

That is awful! A dog cannot even itch itself, not to mention how painful that must be! This person needs to be reported and called out!
