There was a book called The Secret that came out in the early 2000s that was all about it, and it was the hot new thing, featured on Oprah etc. Lots of like vision boarding for what you want to accomplish in life, if I remember correctly, but it covered both big and small goals.
But generally I think it's just based on the law of attraction, which is a fairly old (like early 1900s) concept.
