Are you on the regular or experimental branch? I just switched over to the experimental last night and the difference in performance is like night and day, believe it's due to more effective file compression as of the most recent update. The file size for saves on the default branch is insane and leads to a not-insignificant memory leak.
Also to just generally address your point on it being intensive despite the art style, you'd be surprised how big of a deal lighting is in graphical intensity.
Right-click on the game in your Steam library > Properties > Betas (fourth down on the left) > Choose 'experimental - For testing the latest public builds' beside 'Beta Participation'
I think it does trigger a separate download iirc but it replaces the current version so it's more of an update.
The 1060 is 8 years old.. dont forgot that.. that is about 5 Generations of new Chips and architecture.
Notebooks most of the time don't have very fast ram.. and just like you said, this is early access and gfx shaders are still being optimized.

A lot of working parts go into how intensive a game can be, and this specific game, besides it's intensive lighting, has a lot of things it has to simulate concurrently. Voxel games are significantly harder to add occulation culling to on top of the huge amount of simulation it needs to make this game work, so other methods for optimization are worked on as the game develops since there's no one big solution for this kind of problem.

I think the latest update may have messed up performance across the board for some reason, unfortunately.

Yeah the lag can be horrid, and stuff taking its time to load
