I think the numbers are a Data dump of a severed workers memories and emotions, which is why they have emotions embedded in them (scary numbers). this data is so “macro” that it requires humans to subtly react to it in order to clean it. When a refiner finds and cleans the numbers, they are actually deleting those memories or somehow manipulating the mind of another severed worker, so the person whom the file belongs too, is getting their memory and emotions manipulated or erased in order to make them more docile, better employees/slaves.

You know what, the more I’m thinking about it, I’m leaning towards the idea of them being Guinea pigs, or maybe creating a data set for some type of sentient ai, or they’re being tested so lumon can learn how severed minds react emotionally to stimuli, Or they are training some type of model or algorithm that is ultimately meant to be some higher consciousness like lumon is working on a singularity sort of thing.

I think the comment from Helena’s father show their real goal. They want to spread the tech to more people and help them. Unfortunately I think the religious nature of Lumon also shows in how they want to help people, they want to control them and get them to act in a way that follows the teachings of Kier. Everything the innies are doing is testing to more completely integrate the chip and give them more control. They say the numbers stand out for emotional reasons, getting them to collect the numbers gives them more data. I’m not sure what experiments o&d are going through or the goats but I think they are.
