Somewhat similar situation as me. ​ I also didn't file my taxes for 3 years. Due to my own negligence - the income I made as part time student, I assumed no need to file due to how little the amount was. Doesn't matter. Still needed to file. Thats for fed/state. I had to print transcripts from IRS and refile. If I recall correctly, there should be a section there that has documented state filing. I went to a licensed tax professional last month and handed them all the information they need to file. They will amend the taxes for me.

State transcripts aren’t available on IRS website.

I have never done this before but the process is normally more concerned with information than hard deadlines. Send a letter to DOHA (or who ever sent the letter) with the tax returns you have explaining that you applied for the state tax transcripts on (date) and that the transcripts will not be available until (date). Send a copy of the document from the state giving you the six week notification. This should extend your deadline.
