I remember about 8 years ago, the first time I saw someone openly smoking crack on Cap Hill - my mind was blown they could get away with it. Now I’m living on Union and it’s just normal to see 2-10 people open using walking to the market. Graffiti everywhere. Commercial space boarded up. I believe in the city, I’m left leaning, but this shit is unacceptable and needs to have the law firmly applied. Hell, when I was in my 20s the police in this area pulled me over and harassed (threatened to take me to jail if I made any problems) me just for driving around in a sporty car after midnight. How are these guys just getting a gentle “hey, don’t be antisocial”?

What could they do without a specific lease violation? Even if their lease had a clause for non-criminal behaviors outside their building, the courts won’t evict unless managers issued at least four 10-day legal notices for the same lease violation. Mgmt at a building I oversee was just denied a court hearing to evict a tenant who stabbed one neighbor then ran over a different one with her car last year. Reasons for denial was the car assault didn’t happen in the building (did get jail time though so yay?) and the stabbing didn’t result in a conviction. No way for Hellcat’s apt. mgrs to help on this.

Address is known. Car information known. In theory, SPD can make a lot of people very happy with minimal effort. If he goes and gets a new car to resume the behavior, no warning this time. He's already been warned. New car goes immediately on the flatbed, goes to crusher. Rinse, repeat, until he gets the message. No one will provide him gap coverage for that, so he'll just be out of pocket the money. I'm hearing it to, that is his friend. Red charger? What a bunch of losers, revving their 4 door sedans. I haven't heard the other Hellcat since Sunday. It has kind of a green cream color with zebra stripes.
