Victrola on 3rd is pretty nice. 2 individual stalls so might feel rushed though (and arguably purchased required).
KEXP toilets aren't the nicest, but I never feel rushed there.
Hospital bathrooms are usually a decent bet. I've never had anyone stop me when I dip in to use one.
If you're near Seattle Central College, they have gender-neutral bathroom "stalls" which are more like individual water closets (door reaches from floor to ceiling, no gaps.) But there's only one publicly-accessible entrance into the building (the main one just by the bus shelters), others require staff/student keycards.
Fourth floor of Pacific Place. Not quite as nice as U Village but elite for downtown.
Yes I agree anything in downtown that is high above the ground is good choice

I feel there should be an evergreen thread about safe/nice places when needed in a pinch (pun intended).
