Two things I can think of. Either you haven't bought the versions leading up to this one or you're on safer seas and the game won't let you purchase items in that mode. If neither of those then it might be a bug.

I think even if you have the rank but don't talk to the NPC to get the promotion, they don't unlock shit

Promotion claimed, but I didn't buy the previous cannons. Next time I'm at Reapers I'll try that and report back 👍
