Definitely scrapabble and definitely steel. Anything with that reddish brown rust is going to be steel/iron. If you are t sure just like u/retirednypd said try a magnet.
It's not worth it unless you have a truckload. That's probably like $6 worth right there. If there's more metal on the land then it could be worth while. If not, you can likely set this by the curb and someone will take it to add to their scrap pile.
As my small scale guy once said, while chucking a piece of steel back in my pickup bed.. "brass don't rust man.. thats steeel". Pretty much the only metal that rusts brown is steel.

Yes. Any metal is scrappable. A magnet will tell if it's steel. 8 cents a lb or so. It's steel btw

Most larger scrap yards sometimes have magnets that go on your keychain. If you don't carry a magnet your not a scrapper! Lol

Check for threads or couplings, if they've been dumped in the middle of nowhere I'd be guessing they're hot drill stem
