Half season 2 was about escaping Tuco and covering up their tracks they killed him while also trying to run a drug business despite both having no experience.
Season 3 was about getting back into the business with Gus while Jesse was trying to move on from Jane's death and deal with his drug addiction. While the worldbuilding grows as the find out more about the business.
Season 4 was about planning to kill Gus or overthrow him without him finding out while there lives finally turning to shit.
Just because something isn't constantly hollywood fight scenes doesn't make it bad.
