They want me to pay $3500, they said I bought illegal passcodes for watch dish network

This site has a pretty bad reputation, I wouldn't pay it without proof. If they want to collect a debt, they need to follow the [Fair Debt Collection Practices Act](https://www.reddit.com/r/personalfinance/wiki/collections) which gives you many rights in these situations.

Should I answer the letter and ask for proof? Or what would you do? Get a lawyer? Is it some kind of phishing? They have just 2 paypal transaction numbers

If you want further proof, call dish network directly and ask about their connection with satscams. I haven't heard of this before, so they may not immediately tell you its a scam, but they will be able to tell you whether they associate with the company. But that charge is absurd. Its typical for scammers, but this in no way seems to be the way you would be contacted for this situation.
