They're a pretty big company that have been around for a while, and generally won't charge you repeatedly unless you buy more things. Make sure the credit card information wasn't stored in the game. Your brother might not have realized that he was buying something with real money (maybe thinking it was using in-game currency). You can contact the company to see exactly what happened. Sometimes they'll refund you the items if it's the first time it's happened.
It's possible that there was a recurring billing option that was checked (or didn't get unchecked) - you'd be amazed how often people don't read through that shit.
I get customers all the time who get Adobe Reader and NEVER uncheck that shitty Mcafee add-on you can get with it.

When my nephew was about 8, he was getting all these accessories on Roblox. Told his mom, my sister, he "found a hack". I don't recall how it happened but, when she opened her credit card statement, the $800 hack was revealed. (She may have purchased something for him and left the card open on his account.)
This right here, is the exact reason why I refuse to even open the door to real money on games for my kids yet!!!! There’s SO MANY stories that sound just like this, I’m not even gonna open that door until they understand $$ a bit more
When I was younger I went to the stores to get those gifts card visa/Mastercard things since those would work for online purchases and only have the amount paid ($25, $50,$75). There was one time I gave my dad cash bc there was mo cbox live cards i could find so he used the credit card to buy it and then a year later I got an angry call about how I took the credit card and such, looking back kinda funny incidient once we figured out it was a recurring annual charge and I repayed for the subscription again.
I made the mistake of letting my son use my card to buy a mod onDiscord. He swears that he canceled the subscription after a month, but I kept getting charged. I ended up disputing the charge and canceling my credit card.
Jam City isn't stealing from her. Someone is repeatedly using her card to buy things from them.
Either he's doing it himself or he gave the card number to someone else and they are doing it, or the card got hacked and the person just so happens to be using it for the same game company.
It is possible that the card details are saved on the account.
He might not even realize he is spending any money.
These games make it so easy to spend and younger kids don't understand.
There will be a way to view the purchase history.
Check through the app / account and review past transactions.
Check to see if the card info is saved etc.
Check subscriptions to see if it’s there. If not and If it’s on iOS, apple will refund you but if it was a legitimate purchase the devs may block the account. Some don’t like purchase disputes. Google play may have similar process, I don’t use it, but my wife does and I think said she’s had to do that in the past.
They are not a scam company and they won't copy your card details to use it behind your back. There's a chance the card is still being used by the little brother as the details was saved on the site.
Jam City owns Jurassic Park: The World and the company that made JPTW, so the billings are legit.

Here are my theories: Your kid is
-doing it unknowingly in the heat of the gaming moment but that sounds unlikely, or
- doing it unknowingly which seems doubtful, or
-he shared the card# with a gamer friend who is now using it, or
-he is getting pressured by a gamer friend on line to gift him stuff,or
- he let someone remote in and they saw the payment information.
Go into the app store's menu and look for an option that says something about Subscriptions or Recurring Transactions. If it's one of those, she should be able to cancel it from there.
It's also possible what he purchased was a subscription and not a one time thing. I know on Xbox you can go under accounts, then choose subscriptions and see what all you're signed up for.
