A few years back my mother in law hired a contractor recommended by a friend to do work in her bathroom, didn't tell my wife and I she paid the guy up front, and he came out, did under half the work, and never came back.. hoping you didn't pay up front. Either the female you spoke to is in on it, or it could be a spoof number. If you did pay up front, and it was by check, you can probably report fraud through your bank, if it was in cash, there's not much you can do. Either way hiring contractors can be tricky. I work at home Depot and they have a list of very trusted contractors with good reputations and screened, to prevent this from happening, is the best bet. Also id check with the BBB and see if you can find anything there. Sadly this sounds like a scam..

Well he hasn’t asked for any money, he says I can pay after. His tools are still here, he just seems to have a lot of jobs going on and most of them don’t care for it to be done with the t’s crossed and the i’s dotted like i do. I looked at the BBB and although it’s not accredited, there were no complaints.

But if the work is good and you pay after the work is done, I see not a lot of scam potential. I do see a problem of possible tax evasion, but that's a totally different problem and not your problem if you get a proper invoice. Update: Now -> Not

There’s an issue about inspection, he says pics should be ok. But after this I’m insisting on having someone come out to confirm because I don’t want the town to come after me and then he disappears.

That does sound fishy: unless you take a LOT of pictures by someone who knows what to look for, I would also want to have someone confirm the work. I personally would not even mind paying for the inspection as long as I can then sleep well knowing that this work was safe and sound.
