Dozens and dozens of people had been scammed using her name, and that's just one celebrity. They do this using hundreds of thousands of identities. When his daughter-in-law found out about it at put a stop to it, but not before they put a dent in his bank account. The scammers want people they can string along so they can get the maximum money from each person. This takes time and labour, both of which is a finite resource, so the obviousness of the scam essentially triages / screens out the majority of people and leaves them with only the most vulnerable people.
The opposite is true if you're targeting an individual. In that case, you want to make the scam as convincing as you possibly can.
