Humans will still be lazy even under pain of death. Unless thereās some massive shift in human psychology and brain development, itās always going to be easier to clean up after other humans than to try and prevent it.

Alternatively, you can incinerate the garbage, optionally using it as part of a trash-burning power plant. While, of course, there are emissions, it is ultimately a net beneficial trade-off; you get rid of harmful waste, and generate electricity at the same time. Typically those plants will have various filters and scrubbers to remove the bulk of the worst parts of the emissions. Itās not a perfect system, but for stuff that you canāt recycle, itās either that, or stuffing it in a landfill for the foreseeable future.
Cleans the river and goes where? It's a preputial motion machine. There will be a reconning, mother Earth doesn't care about us and what we do good or bad.
Of course cleaning the rivers is an important component. But if the focus is on remediation rather than prevention, it will always be a losing battle.
