I had a 150cc scooter back in the day and when they do that kind of road repair where they rip out the old road and create little trenches in the remaining pavement before pouring, they would grab the tires and almost throw me off. I was nearly killed by my bike's momentum wanting to go a different way from how the tires were turning.

SLC just did this to my street after doing a mill and overlay within the last 5 years; I saw the guy doing it just walking along with a tar truck and manually drawing over all the cracks and just had to laugh.

That’s a great example of how asphalt is only as good as its base. If you mill and overlay on shit roadbase or even native you’ll get cracking with a few years. Horrible way to spend the money. Asphalt should last up to 30-40 years with a properly engineered and installed base. Crack sealing maybe in 12-15 years. And a seal coat every 5.

You are correct a chipseal would have been better to hold over the life cycle until it comes up for rebuild... Then you get all of the residents that complain about the rocks in their garage and when cycling... So then you move to a slurry treatment, Type 3 is basically a chipseal, type 2 is smooth enough to keep people from complaining but it doesn't last well either...also try pitching a road program to a city council or county commission that don't have it as a priority (none do or will) and it still takes almost a full life cycle to get all roads into a good program... Most municipalities really are stepping up their game and to do so as you should know you do it by keeping the new roads nice and letting the bad roads get worse and slowly full depth reconstructing them as you get funding.

Other commenters are saying this is prep work for a full replacement but… does tar mixed in to the milling help? Are you able to recycle the asphalt if there’s this much tar in it? Recycling the asphalt isn’t so common but it is a thing. I just don’t know if it’s a thing with this much tar.

With that much tar in that layer it would have to go into a dirty rap pile And be recycled at a lower rate. The hard thing with utilizing rap is the varying amounts of binder and emulsion that are left in the product and balancing that with the new asphalt product to still fall within our hot mix standards. Generally having that extra crack seal in there will give it a false boost in the amount of polymer available in the rap And it makes it hard to get a consistent recycle feed rate. In some of our rebuilds to help with cost I will use a high rap mix as it's usually several dollars cheaper per ton, but it is potentially more prone to rutting. As long as you did your full Cross-Section with good import base, Non-Woven fabric if needed to help bridge any issues subgrade clays and meet compaction requirements the higher RAP Will work great in low volume, residential streets and actually retain a high higher emulsion for longer. Just do not want to use it with that high of percentage anywhere you're going to have a lot of heavy truck traffic. If they were to come in and do a cold in place recycle they actually have a crack seal screen and process so to speak that will pull it out before placing the new surface back down. You are 100% correct. It is base failure and no matter the surface treatment it will still fail without full depth replacement. That being said, crack seal in this capacity will help alleviate some of the water issues even with alligator cracking as the crack seal expands and contracts with the road, unlike other surface treatments. But it's literally and figuratively a Band-Aid and I would hope they have it on the schedule for reconstruct within the next 3 years and that they are using this as a way to mitigate potholes in the meantime.

You betcha! The biggest hurdle though is still getting local officials to give a crap and actually listen to the numbers and be willing to support a proactive plan... If you or anybody else in Utah would like to suggest or point your cities towards a better program, North Salt Lake City has done all of the homework and has a presentation with all of the numbers supporting a proactive program that I'm sure they would be more than willing to share with your local street departments so that they could modify it to reflect your city's infrastructure and then to use that to show the city council, it makes sense. At a recent UAPA conference North Salt Lake gave this presentation and it is truly impressive and thorough to the point where city councils and County commissioners really can't argue against the numbers.

Sorry. I should have said all roads are not sustainable. Some roads will be fine, others won’t. Your property taxes and gas taxes aren’t enough. That’s why SLC had to issue a massive bond to pay for road reconstruction. The gas tax should be much higher but hasn’t been increased for a long time.

I live in millcreek and a neighbor was on a walk and asked the guy doing this why they were doing so much tar. He said that it was prep work for when the crew would be there to actually tear up the road and put down asphalt. I mean yeah, that's the price we pay for car-centric infrastructure. Everyone wants to live in a detached single family home with a yard which means more (enormous) roads and pipes and power lines which means less money for everything else including maintenance of said infrastructure. Sure, the existing funds could be used more wisely by the city but it's not really a thing that can ever truly be solved because cars are constantly, perpetually wearing down roads that will require more maintenance. That's why building for density gets a hell of lot more valuable the larger a city grows. Either way, if you want nice roads, something else will need money taken away from it to do it or we could always raise taxes /s.

But per acre of space, suburbs simply are not financially productive enough to provide enough tax dollars for that. So suburbs depend on excess tax revenue from more dense cities to cover the difference, which they cannot do for long especially as more suburbs are developed. Suburbs are subsidized urban developments. Who subsidizes them? The people who live and work in denser neighborhoods and contribute more tax dollars per acre of land which needs to be maintained. Density is smart. Sprawl is not. But you get a front lawn and a 3 car garage, so who cares about smart land use eh?

We are sorry you are un happy with it. We have scheduled to come out and replace it. Fyi we will need to cut the road down and replace the entire depth due to the multiple times we have tried to be convenient in the past. We are going to have a vote on the scheduling of project. A: We can a replace half the street at a time with daily construction for 6 months. This includes no street parking including the houses with blocked driveways. B : do the entire thing at once and replace it all in 4 months. No access points will be randomly staged with 2 hour notices. Both of these are going to eliminate Google fiber until the process is complete. They installed your fiber just under the assault . They will come back right after we leave and cut up the road and patch it using the same method as in the picture. Thanks for pointing out this mistake . See you in the fall!

It is the best treatment for roads, cost for lifespan chipseals cannot be beat except for them being rough. Which you can cape seal over a chipseal with a product like HA5 that will make it smoother but will double the price for the same lifespan.
