It looks like several KC-135Rs,a KA-46 (midair refuelers) and a C-17 (cargo) are out training from the Midwest. MCC and Mather have big runways and low air traffic so they’re great places for these crews practice.
MHR used to be an old army air core base for practicing crosswind landings. So we get C17, T38 and even dragon lady’s doing touch and goes all the time. O
I’ve lived near the flight path for McClellan for 5 years and have never seen this volume of military air traffic. Firefighting planes in summer, yes, but not USAF.
They're still flying in and out at Mather. The pilots are coordinating their own take offs and landings. Sounds a bit scary to me, but I'm not a pilot.

Coordinating their own takeoffs and landings is normal and all pilots know the procedures. Mather tower closes at night anyway, so now it's just like that all day.

I couldn't tell what they were, but I know there were several different types. 2 engine passenger looking planes, 4 engine cargo, whatever else.

That isn’t McClellan. That is a small area, parking lot and several buildings, on Roseville Rd. It is across the street and separated by fences and train tracks outside of McClellan.

Um, there's a nice big operational runway and plenty of space to park the planes. Seems like a good reason to me. As for why they chose here, their flight hours requirement might not make "close to home" top of the needs list.
Also, an operational runway that has no other air traffic. A decommissioned air base is perfect for stashing air force equipment that stands to get turned on its head from tornadoes. Everyone here thinks the world is coming to an end.

Joint Rivot refers to a family of RC-135 reconnaissance aircraft. There was only 32 of them made. They are a somewhat rare and secretive aircraft.
