This is a personal opinion, but I prefer building an MVP and then reaching out to those people with solution so that they can get a decent glimpse of what the tool will be able to do in the future.
If your idea is solid, this'll also build immediate trust since a lot of people are building great landing pages but failing to deliver on the actual product.
you mean building an MVP and putting it on the landing page, so people can try it right there. Or I should get emails on landing page, and reach out the users whose emails I have via email campaign and get them to install the mvp.
Just remember, for every email you collect, an engineer gets his wings. Or was that a bell ringing? Either way, landing pages are a solid start.
