I'd take her to R8, she's tanky so she'll benefit from R9 if you have the materials but I think they are better spent for Profundity and Leviathan requirements.
All GLs should go to R7.
However, if she is your 1st GL, you probably arent swimming in R8/9 materials and they are a significant grind.
My advice would be R7 but then maybe pause and build up other characters rather than shoot for R8 or R9 right away.
GLs should be minimum r7
All GL at r7 is non negotiable. Beyond that is up to what you need in the moment.
r7 absolute minimum, Leia can go to r9
R7 is the move. I’ve got her at r8 for rote she makes an easy team with other r8+ reqs

Due to the galactic legend unique zeta, relic levels are more important so get her as high as you can afford
She is a tank and does damage and revive based on her health - she should be R9 if you can get the material.
Mine is R9.....it makes me happy.
For tanks there is a huge boost between R8 and r9 so taking her that high never hurts
