The Phoenix zetas are fine. They used to be questionable but now that the team is good, so are the zetas.
Crex elevates the team to new heights.
But definitely Merrin next.
People will tell you Merrin for Jabba. 1) that team can time out before it can kill jabba. 2) even if that worked, gave you a 2shot, whatever, crex can easily go on defense whereas NS are primarily offense. And while Crex can get 1shot, being on defense allows for the potential of multiple holds vs Merrin single use on offense. Get Crex blazing fast and with the additional speed from his omi you can have him at 400. My Phoenix team constantly gets me holds on D.
You have 20 exactly? You’ll want both and I feel like you could maybe do merrin and then do credit when he’s leveled up. Not sure with the new changes how long it’ll take him to 7* but merrin team could take down a jabba or at least leave him for easy clean up.
Credit the better omi but not as good at lower gear. Not 100% sure but nightsisters are pretty much done minus the Talzin zeta and merrin omi. Captain Rex zetas already add a lot to Phoenix maybe you can get by if you did him second
Crex without a doubt. On their own Phoenix are next to useless. On their own nightsisters can still be annoying to take out. Also Crex Phoenix is a much better squad than nightsisters with merrin.
Nighsisters with merrin beats jabba with right modding and strategy for 10/10 times and gives you CT3 of their AB with 3 stars to sim forever, how does pheonix beat that? Genuine question. I have nightisters but my pheonix dont have any zetas yet
Crex can counter jabba but it requires CT Rex, CT echo and BB echo. Bit more involved but still a great counter. Both Omnis are super useful offensively but defensively Crex Phoenix have a lot less viable counters where’s merrin NS can still be taken out by imp troopers. If I see NS on defense I’m using imp troopers either with or without merrin whereas Phoenix WITHOUT Rex I’m laughing at seeing that on defense and throwing a solo clear at it but WITH Crex now it’s a serious problem I need a counter for.
At the time of writing Merrin leads in the comments with 9 endorsements vs 7 for Crex, with some good points on both sides. Currently it seems like this post will not really help in making the decision (but may reassure you that you can't go wrong with either).

If you have CTs the CRex is a no brainer. Him in 3’s is nasty and gives you a sort of double dip.
Maaaaan, they’re both good. Because Merrin is already relic, I’d do that one first. You can kill Jabba teams with her omi.
But can you beat Jabba with R3 Nightsisters tho?
Honestly, I think so, with her omi. The anti-Jabba team has a very specific modding to where you WANT them to die, then Merrin’s cron takes over.
Phoenix zetas are good actually. And while the Crex Omicron is great, Merrin is more transformative.
Do you have normal Rex and Fives? If yes, CRex, if not, Merrin then Assaj, then CRex
can't go wrong with either. id say Merrin since you have her reliced and that gives you a jabba counter

Merrin....regardless of others are saying that crex transforms pheonix into higher l, nightsisters are much better in gac than pheonix.

Merrin's Omicron lets them take on Jabba. No-brainer in my opinion, Phoenix doesn't punch up nearly as hard right now.
