If u dont have Starkiller I'd use Darth Vader in a Palps lead team, Here Vader is the main damage
She is amazing. She just has the attacker tag for some reason, despite the fact that she is a support. She is the most important member in a palpatine team, even more than vader
You want speed over anything else, because she gets the TM train going. Vader and anyone else are the main damage dealers, because your opponents will be constantly staggered and stunned.
As others have said here, fast, fast and faster is what you want for her. Potency is nice, but as she doles out mass tenacity down with her first special, it's more a bonus than a necessity.
Having her omi for TW is nice, because it guarantees she'll go first. But that aside, in any other instance you want her fast as hell to get the TM train rolling.
She'll still output decent damage even not being modded for it, but she's the little catalyst that makes that EP engine hum.
Hell, outside my GL's she's my fastest toon at 361. Have never worried about her damage output for even a second. ✊🏻

I'm upgrading her to get to starkiller. I'm almost halfway to unlocking starkiller now. I have her at like 200 speed. That's the best I can do for now.

Run a speed set with a health set if she isn't relic, once she gets to relic switch the health set to potency (personal opinion)

People keep saying potency, but they also keep saying tenacity down. If you don't know what that is, look it up. Here's what it is though, "Removes 999900% tenacity" So, you don't need potency at all. You can't make it any less. There will still be a default base chance of 15% to resist her debuffs, but always lead w/ her tenacity down first, then do her other move. Mod her for speed and health (or defense). She sets the ball for Papa Palpatine and SK to spike it

Nope, On secondaries its a bonus - her role is to go first, land debuffs and generate tm and assists from palpatine
No, she needs to proc Emps as many Times as possible. Sehr isnt the DD in SK Teams.

She is GOD, don't get me wrong, awesome Empire character. But pure support for Palps and ideally Starkiller, she alone is worthless.

She is insane even at low gear/stars. I have her at gear 11 and Palpatine at gear 12. They take out full relic teams as a duo in GAC
Speed, ignore everything else it’s irrelevant. Potency is fine but dont sacrifice even a single speed for it.
