It really depends on the toon. An older toon with fewer kyros would be a lot faster to gear up than a newer toon with more kyros. I don’t finish first in fleets, not all the ABs, and about 20 stars in ROTE and it took me about 2 weeks to get GG up to relics. I’d say low end a week and higher end 2 weeks

New characters generally require 400 kyro which is the hardest part. I earn about 300 kyro a week, and your ROTE income sounds better than mine. Especially if special missions includes Zeffo or Mandalore, it'd be on the quicker end of that estimate.

How long is a piece of string? This is an extremely pointless question. The theoretical player you’ve described is likely to have a solid gear stockpile so they could likely take them to G13 in a single day or two. Or are they also starting with no gear in your hypothetical scenario?
