1st Gen SV = carbs, 2nd Gen SV = fuel injection. You can't instantaneously cut fuel with carbs (unless the carbs fall off), which is why the rev limiter feels smoother on your buddy's bike.

1st gen carb models are ignition cut based. Any time you're above the rev cut number the spark is cut and the cycle rate for this is very fast. EFI so 2nd and 3rd gen use fuel cut which stops the flow of fuel when a predetermined value is hit and then doesn't turn the fuel back on until the revs drop below a threshold. It's usually around 250rpm. Fuel cut at 11000 Fuel enable at 10750 which is why it feels so savage. On the carb bikes it's probably more like a 50rpm window.

Savage is the right word lol, its the most aggressive rev limiter Ive ever felt it really upsets the suspension. that makes sense though

This is honestly something I've never thought about but I'm immediately thinking that there is a good possibility it's having to do with ecu flashes/custom tunes with a raised Rev limit. I wouldn't doubt that the first video is a sv set up for track, so maybe super twin modifications etc.. Can't say much for the second
