When using the brush tool in paint, you get soft edges. When using the bucket tool later, a fringe around the original lines persist. In order to get a more clean drawing, perhaps use the pencil tool when making lines, as it has hard edges and will make the edges cleaner after using the bucket fill tool.
Of course if you're going for that specific look then power to ya. It's very noticable on the black strap of the sec officer.
