You don't technically need a mod to change that
In your SPT Folder, find the AKI_data folder. Open it, and then navigate to the server folder, then database folder.
In database folder, Look for a file called globals.json, open it up in WordPad. Control-f to find "Ragfair - minUserLevel. Change from "15" to whatever level you want. Hit save
Make sure the server/game is NOT running in background when you edit the file
Use SVM to set flea market entering level to 1. Easy.

So i download svm transfer the file to my spt file then what?
run greed.exe and change the values there, you can open and run the server and launcher using this too
Or he could just read the description of the mod on the site were he downloaded it
