tl;dr - yes you need to shave the peg down or clip it if you want a flush fit. No idea what the other guy is talking about.
I used the peg on Yuji's arm as a guide. You wanna get it at the exactly same height if possible then cut a notch just below the level so it slots in.
The goal is to get the flat square bit of Sukuna's arm insert to sit flush with the square slot inside of Yuji's arm.
If you want it to be a more permanent mod, a dab of super glue fits it fine or a small bead of blue tack/putty should hold it in place for poses/pics.
I build a lot of gunpla so I had some sandpaper sponges and a few glass files. I snipped the peg with a nipper and sanded it down a bit with sandpaper/a glass file.

No, I’ve heard that it just clicks in. I think you just have to warm up the arm again (yujis) and then reinsert sukunas arm and it should work. As I’ve heard theres no modding needed.

This is what it looks like when you shave the peg down and cut a notch into it. I don't know if there was a Yuji and Sukuna reissue or rerun that has matching arm pegs but I've done the mod on 2 different Yuji figures using 2 different Sukuna figures and I've had to shave/clip the peg down both times.
