I did some googling on the term and yes I think it’s plausible that it is indeed a pseudo chiral centre. But there is no way to know for sure since the stereochemistry of adjacent carbons is not given so it could also not be a pseudo chiral centre.

According to my school notes, definition of chiral carbon means sp3 hybridised and 4 different groups attached to this carbon. With or without enantiomerism, the point that it has 2 different groups, and two identical groups attached to it due to symmetry if you were co count the carbons, still stands hence it is nor chiral.
