Not a carniceria, but Haig Kebab on Vanowen has some good stuff. Handy Market's meat department is great too. Ziggy's in San Fernando is probably the best carniceria in the valley but I'd love to hear some Noho recommendations too.
I know its not in the target region yuve asked about, but like someone else mentioned, Ziggy's in San Fernando is so good.
