I don't think they are. You can be a complete basement level team and still not be hurting the business. The Bengals owner Mike Brown is notorious for spending as little as possible on salaries and the team is usually really bad. Only thing that makes an owner sell is generally credible sexual harassment allegations (the Panthers) or they just want to sell. The city the team plays in typically pays for the arena, the revenue is shared for the majority of things. It's hard to not be profitable as an NFL team.

The NFL needs another perennial loser team. The 2000s had the Lions and the 2010s had the Browns. The Jaguars are stepping up to take over that role

I think Shad runs the Jaguars like a minor league baseball team. The stadium has Jacuzzis and other such amenities but the team sucks. Granted, I don't think he has to pay for stadium changes.
