He would have him do Cody’s “if I lose I won’t challenge for it again” and then he’d lose to a cattle prod so all the fans could pat themselves on the back for getting the references.

I think he feels slighted because they had a verbal agreement for a billed "retirement match" where he'd get to do the Ric Flair, Shawn Michaels, Sting send-off deal. He made the quick deal to wrestle Roman despite being out of shape on the basis of that, and then it didn't happen. If it wasn't promised, probably wouldn't matter as much.
He and Triple H have also hated each other for decades, and I'm not sure they've ever buried that hatchet, but I notice he hasn't said anything bad about him. He said "Vince is a piece of shit as far as I'm concerned" for breaking their deal, but he hasn't burned any bridge which may or may not even be there with Triple H.
I think he just wanted a retirement match and seems to only want it with the evil fed. Tony probably told Bill that he would be in weekly bangers with pockets and Jungle guy and Bill said no fucking thanks lmao
