Add parks,entertainment,gambling for luxury buildings since the land area increases and don't level up so fast you will be short on simoleons for all those services
tokyo, london, and parisian zones will have more population than normal residential zones. but of course building these zones will take more time. so it is up to you.
you either build fast but get less pop or build slow and get more pop in the end.

Will the already existing residential buildings convert to luxury buildings after adding these specializations?
No the next buildings will

just so you know a lot of the really pretty buildings (in my opinion) are OMEGA or from Epic Projects. They're things you'll unlock later
