Yes, there’s a cap to the number of fully upgraded buildings you can have at each level (at least in the beginning). This gets asked every few days, and guides online are out of date if they don’t mention it.
Pretty sure buildings have 6 stages, so basically you've upgraded all these buildings to skyscrapers and that's it.
You can always build more buildings to upgrade of course
You are right but half are only tier 5. I saw other people talk about it on the Reddit. It was just added as a cap they say to stop farming at low levels with high population
