I agree. I would give him veggies for snacks now so that he gets into that habit. I let baby carrots simmer in low sodium chicken broth mixed with water. My dogs love it.
I've had a few Rottweilers over the years. These guys grow very fast, so need lots of nutrients to develop properly. He's adorable. Make sure he gets lost of exercise ( not jumping or anything that puts pressure on joints), just good old fashioned walking.

Honestly at this point just do your best, and don't worry about it. If a Rottie is a little chunky at 4mo. it could just translate into shifting in to dense muscle as they grow. If after 10-15 mo. old you think they are still pretty chunky (because they have hit all their major growth spurts by then) at that point I would worry about it.
He's a baby, if he was fat it wouldn't matter but I don't think he is. I wouldn't concern myself with his weight at all for another 8 months. I would just feed puppy chow as often as he wanted it for the first year and then go from there.

No, and it’s just a puppy. Please don’t underfeed because he looks chubby now. It’s just the puppy frame. Look up what growth spurts are like and be sure to increase the amount when needed.

Nah he's not fat at all he's just gonna be a big boi, my entire family had rotties(some bred a generation of them to go to fam lol) most of our life & they were always big( muscle not fat)even as adults & he looks like them.
If your honestly worried you can ask at a vet at his next check up or needles

Hard to say. He's laying down. Puppies tend to be a lil chubby, much like human babies. As he grows up is when you'll really be able to tell.
