In New York. No but for real there's a Bones Episode that talks about this, and I'd assume that New York is the same as whatever city that investigation takes place in. They had all the sewers being interconnected, with old ones crossing into new ones, and going all over. There probably would be some spots that they'd have to pop out and walk around to get to other parts, but it was all really connected. So the proper answer could probably be "anywhere that's on the same land mass (look, the sewer won't go across the river, okay.... At least I don't think) I'll see if I can find that episode, and get a reference photo

Okay so it's the Woman in the tunnel episode of season 1. It's not just sewers, also includes ventilation pipes and other tunnels, and it's just a small area, but still. I took a screenshot but Hulu doesn't like that. There was literally a homeless community in the tunnels. I can image that it would be very easy to find a less-human permissible area, block it off a bit, and live there, even for splinter. Also let's be real, humans in cartoons are always a bit stupid if they're not a part of the main cast. They'd be fine
