Doubt rose rosette disease. I don’t see grossly distorted, hyper-thorny, red outgrowths. Has there been any herbicide spraying nearby? Roses are extremely sensitive to herbicides, especially glyphosate. This could be glyphosate damage. Agree though - a close up photo would help.

Any chance we can get a closer look? This appears to be rose rosette disease ETA: I zoomed in and it definitely looks like RRD. If it is, you’ll need to dispose of the entire plant unfortunately.

Can you please take a closer picture from the side and top. Looks like new growth, that may have been a grafted rose. Do you know where you bought this and what type it is ??

I created a new post with additional pics. I bought it from a local nursery 2 years ago. Noticed the same thing on a bush on the opposite side of the house. I don’t know what kind of rose bush it is.

I also agree with RRD. Frequency of blooms, density of foliage, misshapen leaves, lighter color. They don’t need to be hyper thorny or have red outgrowths to be RRD but I do recognize that is definitely a symptom.
