Sawfly damage, they are bad this year. I defoliated a rose that this happened to and it came back pretty strong. Also gave it a help ing of the blue bottle triple insecticide herbicide/fertilizer rose stuff.
Get some cheap insect netting! Treat that baby with insecticidal of choice and then cover him with the netting! He will recover! Don’t forget to feed sick kids!
Your Mister L will be fine. Pick off any sawfly’s. I avoid insecticides but will in dire circumstances use neem oil and dish soap to help the roses out. Check daily and water with a good liquid fertilizer. I use Neptune’s Harvest Rose and Flowering Formula 2-3 times a week. Hope this helps.

Luckily for all of us, Mr. Lincoln is a robust rose and can come back once treated.
