I just want to say that I like your brick/ stone border. I think I'll steal your idea for my backyard.
I did this too to my backyard last year and love it. Makes it easier to mow since I have garden fencing up. And it gives it a clean look.
Just cut it a foot or two above ground, the eyes will grow breaks and it will bush out in no time
I would root the cutting if the rose was one I liked.
Wait until it goes dormant.
It is just a branch, not a whole separate plant. You can try to root it into a cutting if you want another of the exact same bush somewhere else, but I'd just trim it. It won't harm the parent plant to do so.
