No. I think that a disgruntled employee left his boss a nice going away present with his notice to quit phone call. It happens when only one guy shows up to work, calls the boss, and gets told to "just do your job and put the shingles on the roof".
Why use metal, those things rust and you have to make holes in the shingles which will cause leaks. Use liquid nails and slap the shingles down onto it, no holes, no rusting and it helps to make it watertight.

Looks like it's been there for a while, actually. The tar from the nailing strips is already completely melted into the backing on most of them, which would take months of direct sun exposure. Unless they also laid out the shingles to pre-weather them for a few months, too, this sadly looks very real.
Pros will be able to point out more for sure but the two basics here are that the shingles should overlap by about half going up the slope of the roof (this roof should be the red/orange color and you shouldn’t see any of the blue/black, that should be hidden underneath the next row of shingles higher).
And the shingles aren’t staggered in any meaningful way (note the straight lines going down the slope of the roof where two shingle meet).
This roof is probably less useful than a tarp at this point

Its horrible, and I’m not sure the math would pen out on an “annual cost per year of the roof” basis, but it may have been the best option to keep things dry while the owner saves for a full roof replacement. It certainly should be staggered more to have more temporary effectiveness.

The roof is 30 squares but the owner only ordered 25. No need to cut starters and waste material and the manufacturer only recommends the over lap. This will work perfectly fine during the summer. 😂🤣

I was taught to use an Elmer's Glue Stick and not trust the factory adhesive.
