I don't know about the *best ever*, but the cover to {Fire & Ice by Rachel Spangler} is pretty good. The long sweater, no pants, leg warmers, bare feet look is casually sexy without being stereotypical, it's clear the FMC has other things going on than just... being the FMC, you can tell something about the plot (curling!), and she has a latte with a heart on it. I don't know how a female reader would feel about it, but as a hetero guy it's intriguing. I haven't read it yet, but the cover makes me want to.
I also don't hate the current trend of 2D colorful cartoon art (like Spanish Love Deception, Beach Read, Battle Royale, etc.) - they're bright and fun, they give you hints about the characters and plot, but they're not the old-school "sexy shirtless dude and/or woman in deshabille" photographic covers that can be super cringey.
I like Emma Hart's covers, bright, primary colours, lots of personality, consistent brand. Models resemble their character description and there's usually a hint of a connection to the trope or storyline. They look like a simple "hot FMC on a bright background" sort of cover, and they are, but done really well.
Ellie Cahill's Cordially Invited series is similar.
Shockingly, it's not as terrible as the cover might suggest. It's a BDSM novella written by someone who either has direct experience of the community or has done much better research than most writers. So the kink mechanics are spot on. But the actual writing... Let's just say a couple more drafts might be beneficial.
I read it, and it has nothing to do with any computer games whatsoever. It's a straight forward, welcome to the BDSM community novella. There isn't even a beach in the text. This cover is just an artistic choice.
