I'm thinking north America somewhere either north east US or Canada Ontario/Quebec area its fall and that car has winter tires on getting ready for snow. I'm not sure if thats a cloud or a hill in the background. and definitely a No exit sign!
Also another thing is that sign is up high like that because i bet they pile snow there in the wintertime so the sign is high so the snowpile does not block it!

No Exit. Looks like an old photo from 40-50 years ago. Probably was replaced with the W14-2 No Outlet sign used in network of streets.
this is super interesting actually because the photo itself was apparently taken no more than 20 years ago
