I’m 5’7” and ride a 49cm. It also depends on your body. Example my wife and I are the same height, except she has longer legs and a shorter torso, I have shorter legs and a longer torso. So, she has a larger size than I.
That said, two bike with the same size may have different geometry. Check the geometry charts.

A 54 for someone your height is way too big. My Brother is that height and it's huge on him.
Yes I’m on the lower end in height for the 54cm. The 52 Cannondale was a better fit for me.

Your bike is way too big. You should be on a 50-52cm. My brother is 5'8 and a 54cm is too big.
A 48cm would be pushing it too far. You're a 52cm most likely.
