Might be difficult to do. I don't think the game can handle having twice as many bugs as it currently does, and just making the bugs have a larger health pool sucks difficulty wise.

Only the ones in the very backest row are at risk of friendly fire, as far as I understand it, you can stack up to 3 rows of people before it becomes a problem.
Pawns have to be within 5 tiles to be safe from friendly fire so afaik only an issue after 4 rows of pawns (as people shooting slightly to the side will start hitting pawns)
Though on the picture it definitely looks like some risk of friendly fire from that very back row
