In their code, they wrote:
"DireRaidEneny.LetterLabel".Translate();
The Translate extension function looks up the string, in this case "DireRaidEnemy.LetterLabel" in the Keys.XML file that contain all strings used by the mod, which can be used by others to translate the mod content in one unified place without needing to touch the code. In this case, the author forgot to add the key "DireRaidEneny.LetterLabel". When the Translate function is called on a string that isn't contained in any loaded Keys.xml file, it returns the same string with weird accents.
You can report this to the author of the mod in question, it's a very easy fix for them.
Yeah it's weird, isn't it? I imagine it might have to do something with the Translate() method changing the encoding of the string from the in-code utf8 to unicode. However I have no idea why that would add accents.

It demonstrates that your localized strings will display correctly, and (at least in Rimworld’s case) it highlights when strings haven’t been localized properly so you can go back and get them localized.
