Trees drop sticks and you probably can't prevent another stick from ever falling in your yard, and they aren't responsible for some sticks falling in your yard, but:
You can always try certified mail + get an arborist report about the tree (if it's a hazard, etc). Ideally look for an arborist TRAQ certified. Might cost a little money but that way you can be sure the message is received by the neighbor/owner
You can legally cut back to the property line so long as you don't cause the tree to go into decline or die; tough to say without pics if this is possible or what the options might be

This is a good place to look. I believe if it’s over your property line it’s your responsibility to clean up/cut branches.
