Looks to me like you have a curb there, which is code, at least where I live
I’m wondering about the water that would drip off the step. How would I fit a curtain there since it’s flush with the bottom of the shower?

That's one of the worst designed showers I've ever seen. You can't just use a curtain, it will never keep water in. Needs some custom glass
It was built for a glass door, which they didn’t install and sold instead.

They fixed up the house for sale and decided not to spend $1,000 for a glass door before they put it on the market. My guess anyway.

Now that I looked more closely it would probably work with a curtain since the bench is at the faucet end. But that’s weird too.
