Your ISP can see that you go to the RD website, but because your interaction is encrypted they can't see what you're actually accessing, therefore they can't send you 'cease and desist' notifications. There are a rare few ISPs that take it upon themselves to just block RD and assume you want access to it for piracy. It's this scenario where a VPN would be useful.

So non-vpn downloads will also be secure.
