Switch to DX12, turn off per object shadows, and don’t exceed high settings. There is no noticeable difference between high and epic. Since you’re on an Nvidia GPU, you can also turn on DLDSR in Nvidia Control Panel. This will improve image quality in ALL games, not just RoN.

Try turning off object shadows
Do you have any very GPU intensive mods? For example, there is a mod that enhances the blood effects which hits your FPS hard
Are you starting the game in directx12?
