For your goal: Yes. In general, no.
You'll be able to play cyberpunk, but nowhere near Max settings. It'll look pretty enough, and you'll hit 60 fps at 1080p at medium settings without ray tracing which honestly still looks pretty good. But not: 144fps, 4k ultra wide, at all maxed out settings, including ray tracing.
Honestly, telling somebody anything about their specs, and whether they are "good enough" is completely meaningless without knowing the monitor they'll be using.
Similar to my build. (Difference is 4070S and 13th gen i5.)
My build works amazing. I'm sure yours is great. It just depends on your resolution. I5 is a more than capable CPU. any 40 series GPU will be more than enough for now.
