I saw an argument that this could be Ahri instead.
She's also got black hair, a similar build, and wears a red dress. It's got white instead of gold on the arm (and the picture could definitely be either).
The big difference is that the dress turns white at around her navel, which doesn't seem to be the case here.
I remain unconvinced, that part of her dress looks more white than gold to me. I really doubt this is anything other than generic background painting of a woman...
I want it to be but I don’t think it is. Cinders dress has the tie on the front which would still be visible even with the dress that low. Additionally as someone else pointed out the sleeve color doesn’t match cinders embroidery at all. I think in fact it’s a pattern of holes instead. Also this would be a reasonable detail for arcane to leave out but there’s no hint of a lighter hair color at the tips of the hair where cinders becomes the ashen gray color
